Well, and as strong as Jack is, he does seem the kind to be buffeted about by fate a little -- I can see him choosing to join the war but being strongarmed into joining the Agency and letting them send him wherever they wanted.

I see what you're saying - he could be seen to let fate take him wherever, until the Time Agency takes a couple of years of his memory. Then he gets a little more proactive :D And he's been sat in the Hub forever, waiting for time to take him somewhere...

Did I mention that I love the twist at the end? It was unexpected and somehow felt right at the same time. Of course the Doctor and Jack are still hanging about. And any mention of Jenny cheers me :D
