Someone else mentioned paperclay, which is very light and dries well -- I use paperclay for armatures for my masks, though not masks themselves. I find polymer clays to be too brittle to wear well, but I've never actually done a Weeping Angel mask. Are we talking like, a prosthetic over part of your face, or a full-face mask, a half-mask, or...? I should think paiper mache as a base, well-sanded, with detail accents done in paperclay, would be ideal for a full-face mask. But really the place to start is how big and how elaborate you want it, and what purpose you want it to serve. Most people I've seen cosplaying Weeping Angels just use facepaint.
