She showed up during Six's run and was last seen at the beginning of Seven's. She was another Time Lord who felt that the ends justified the means. So she did some pretty awful things. Genocide, forced experimentation, all sorts of bad things.

There was some implication that she and the Doctor knew each other, which probably means the Master knew her too. But I digress. The point is, they have a past.
