1. Nobody is actually named Richard Pritchard. That's madness.
2. Therefore, Richard Pritchard was clearly a Time Lord who lost his Chameleon Arch.
3. Torchwood obvs. recovered the Chameleon Arch and then lost it again when the ship carrying Jones (traditional surname of Torchwood archivists in Cardiff) went down in the Bristol Channel.
3a. Rich Hughes probably works for Torchwood and just happened to get caught whilst doing research on the Chameleon Arch, so he had to improvise a story on the spot. It's okay, the village hall is probably a pretty safe place to keep it.
Unrelated to all of this, I wanted to be a deep-sea treasure hunter when I was little.
